Mō tēnei tūranga - about the role

We are seeking an experienced Business Analyst to join our established Payroll Workstream within our wider Payroll and HRIS Replacement Programme. This role will involve deep business process analysis, stakeholder engagement, and collaboration across multiple workstreams to ensure accurate payroll processing, system alignment, and compliance with New Zealand payroll legislation.

This is a fixed-term role from now until approximately December 2026, offering the opportunity to make a lasting impact within a high-trust public service environment that supports both career and volunteer personnel across Aotearoa.

 

Key Responsibilities

  • Supporting system configuration and build by applying defined business requirements, and agreed design decisions to ensure solutions meet business needs.
  • Developing detailed process maps, checklists, payroll operational controls and other templated resources to support business processes, identifying optimisation opportunities within the payroll and HR workflows.
  • Documenting options analysis, configuration changes, specifications, testing outcomes and results to a high degree of detail.
  • Translating business requirements to user stories to enable test case development, this will include well-defined and robust acceptance criteria.
  • Supporting data migration and testing activities through identifying, investigating, tracking, and resolving configuration defects and integration gaps through structured issue management processes.
  • Providing payroll compliance expertise to testing processes to ensure pay outcomes are compliant with legislation and employment agreements.

You are a skilled business analyst with experience in payroll systems replacement. You bring strong payroll experience, working across multiple complex payroll environments. You demonstrate excellent understanding of operational best practice and compliance management.

 

Key Skills and Experience:

  • Extensive experience as a Payroll Business Analyst, within a large organisation with complex payroll requirements, with strong expertise in payroll system requirements, configuration, and business process optimisation.
  • Experience working in large payroll project and programme environments, delivering business change.
  • Deep understanding of New Zealand payroll legislation, Holidays Act requirements, and payroll reporting standards.
  • Strong analytical, stakeholder engagement, and problem-solving capabilities in large programme environments.
  • Comfortable working in a fast paced, collaborative team of multi-disciplinary experienced project professionals
