H2R Consulting are excited to be partnering with NZ RLIC (NZ Rock Lobster Industry Council), to locate a new Business Manager for their Wellington based offices.

This is a great opportunity for a highly skilled individual to look after this organisation’s Finance function. The role encompasses a diverse range of responsibilities, including Finance, Governance, Compliance, and some minimal HR duties. However, the core focus (70%) is managing the hands-on financial operations of the organisation.

We are seeking a candidate with a robust accounting background and extensive experience in senior accounting roles prior (Senior Financial Accountant). While a CA or CPA qualification is not mandatory, a proven track record in a senior accounting position is essential to ensure effective management of the finance function.

A bit about NZ RLIC:
The NZ RLIC is the umbrella organisation for the nine regional organisations known as CRAMACs, which operate in each of the rock lobster (CRA) management areas of New Zealand.

CRAMAC membership comprises CRA quota owners, processors, exporters, and fishermen (quota share owner-operators and Annual Catch Entitlement (ACE) owners) in each region.

All nine CRAMACs hold a significant majority mandate of rock lobster quota shares owned in the regions. CRAMACs are the shareholders in NZ RLIC, and appoint the Board of Directors.

Key Responsibilities:

  • Financial Reporting: Prepare and maintain accurate financial statements, including balance sheets, income statements, and cash flow reports.
  • Audit Coordination: Facilitate annual audits for NZ RLIC Ltd and Paua Industry Council Ltd (PIC), ensuring compliance with regulatory standards.
  • Contract Financial Management: Oversee financial aspects of NZ RLIC Ltd and CRAMAC projects, including budgeting, invoicing, and reporting.
  • Tax Compliance: Ensure timely and accurate tax filings, including the preparation and submission of tax returns.
  • Debt Management: Monitor outstanding debts and collaborate with the Board on collection procedures when necessary.
  • Financial Analysis: Provide regular financial summaries to Directors and CRAMAC representatives, highlighting key financial metrics and trends.
  • Levy Administration: Administer annual core and stock-specific levy processes under the Commodity Levy Act, including setting and notifying levy rates, and ensuring compliance with expenditure guidelines.
  • Invoicing: Invoice Sector Representative Entities for Commercial Fisheries Forum projects, ensuring accurate and timely billing.

Additional responsibilities:
Governance and Compliance:

  • Developing and documenting financial, administrative, and operational procedures, ensuring compliance with relevant legislation, and supporting the operation of the NZRLIC Board.

Human Resources and Service Provider Coordination

  • Provide advice and support on operational Human Resource matters, the upkeep of staff personnel and payroll files and ensure appropriate Health & Safety practices are in place. Liaising with NZ RLIC Ltd staff, and liaison, coordination, and supervision of service providers, including consultants, accountants, auditors, taxation advisors, Seafood New Zealand, Sector Representative Entities, and FishServe Ltd administrative staff.

  • Base pay: $90,000 – $110,000 (inclusive of Kiwi Saver) dependant on experience
