As the lead regulator for land transport, it is essential for us to provide a system that is safe, efficient, effective and operates in the public interest. Safety is a top priority for Waka Kotahi and we, as Te Rōpū Waeture (the Regulatory Services group), aim to improve safety and reduce the risk of harm by being a firm and fair real-world regulator.

As Enforcement Decision Lead you will be responsible for monitoring enforcement decision outcomes to ensure they align with regulatory responsibilities and strategic outcomes. Along with this you will provide expert advice on enforcement decisions to subject matter experts and the Courts. This includes the preparation of prosecution files for severe non-compliance for presentation to the Enforcement Advisory Group and external counsel.

To be successful in this role, you will bring:

  • Significant (10+ years) experience in a regulatory environment, including investigation and compliance activities
  • Experience in quality assurance and/or regulatory audit activities
  • Experience in applying legislation, strategy and policy in a complex regulatory environment
  • Experience in building relationships with a range of stakeholders (internal and external)
  • Experience communicating regulatory information to senior leaders and/or Court proceedings
  • Excellent writing skills, including the ability to prepare files for senior leaders and/or Court proceedings
  • Strong experience in stakeholder engagement
  • Strong critical thinking and problem solving skills
  • Strong interpersonal skills and high resilience
  • Either holds or has experience need to obtain Enforcement Officer certification through Waka Kotahi
  • Previous experience of local and/or central government is preferred.



You will demonstrate knowledge of, or a willingness to gain an understanding of Te Ao Māori and promote tikanga and Te Reo Māori. You will also have knowledge of, or a willingness to gain an appreciation of te Tiriti o Waitangi (the Treaty of Waitangi) as it applies in the public sector.
