Te Haeata | The Opportunity

We are seeking a strategic and collaborative Manager Property Strategy & Planning to lead a high-performing team at the heart of the Ministry's property investment and planning efforts.

This is an opportunity to shape the future of one of the largest property portfolios in the public sector—spanning historic courthouses, modern justice precincts, and critical infrastructure across Aotearoa New Zealand.

You'll lead a team responsible for long-term capital planning, commercial leasing, courthouse design standards, carbon reduction reporting, and strategic property advice. Your work will directly influence how justice services are delivered across the motu.

This role is ideal for someone who thrives in complex, multi-stakeholder environments and is confident producing high-quality Cabinet papers, budget bids, and ministerial briefings. You'll work closely with Treasury, the Infrastructure Commission, iwi partners, the Judiciary and justice sector colleagues to deliver a property programme that supports operational excellence and long-term investment.

 

Ō pūkenga | Skills and Experience

To be successful in this role, you will bring:

  • Proven experience leading a professional team in a strategic planning or infrastructure environment.
  • Strong understanding of government processes, including Cabinet paper development, budget bids, and ministerial servicing.
  • Excellent written and verbal communication skills, with the ability to translate complex property and investment issues into clear, compelling advice.
  • Experience working in a fast-paced, multi-stakeholder environment with structured programme and project practices.
  • Knowledge of property, infrastructure planning, and asset management is preferred.
  • A commitment to Te Tiriti o Waitangi and experience working with or alongside Māori organisations.
  • Financial literacy and the ability to interpret investment data and performance trends.
  • Relationship management skills and the ability to influence across diverse stakeholder groups.

Utu ā-tau/Salary

The appointing salary for this role will be between $148,972 and $206,570 based on skills and experience.
