Te Whiwhinga mahi | The opportunity''

As Principal Intelligence Analyst you will be responsible for mentoring and developing a small Intelligence team to provide expert advice and guidance across the tactical, operational, and strategic regulatory Intelligence products to support the goal of NZTA Waka Kotahi becoming a risk-based and Intelligence-led regulator.

In this role you'll lead the development of high-impact Intelligence products, including complex and multi-agency products. You'll champion best practices in analytical tradecraft, help evolve our Intelligence frameworks, and mentor others to build capability across the organisation. Responsibilities will include:

  • Leading the development of Intelligence products
  • Applying advanced analytical and assessment techniques
  • Managing key relationships with stakeholders
  • Guiding the development of Intelligence frameworks, processes, tools and guidance
  • Coaching and supporting others and involvement in communities of practice

We are seeking to appoint at a salary between $131,659 and $175,545 commensurate to skills and experience.

To be successful in this role, you will bring:

  • Proven Intelligence product leadership experience
  • Experience guiding the development of Intelligence systems and processes
  • Considerable breadth of experience as an Intelligence practitioner
  • Excellent organisational and self-starting skills
  • Strong credibility as a member of the NZ Intelligence Community


The following would also be an advantage:

  • A relevant qualification
  • Formal Intelligence training/experience
  • Knowledge of the Land Transport System and/or regulation


A security clearance is required, to at least Secret level. It is expected the holder of this roe will be privy to classified information from time to time and understands the New Zealand governments classification system and how to maintain information in line with current policies and requirements. You will demonstrate knowledge of, or a willingness to gain an understanding of Te Ao Māori and promote tikanga and Te Reo Māori. You will also have knowledge of, or a willingness to gain an appreciation of te Tiriti o Waitangi (the Treaty of Waitangi) as it applies in the public sector.
