We are looking for two experienced Product Managers in our Access and Digital Services group. You will join the Parliamentary Counsel Office in an exciting period of digital change and growth.

What we do

At the Parliamentary Counsel Office (PCO) we work with government agencies to draft and publish legislation for New Zealand. If the Government wants to create, remove, or update a law, we draft the Government Bill that gets debated and voted on at Parliament, and we then publish the resulting law on the NZ Legislation website. Ultimately, we serve the people of New Zealand by working hard to produce law that is easy to find, use, and understand.

The PCO's digital services are in an exciting period of growth and change. We are redeveloping the NZ Legislation website, adopting agile working processes, and exploring the use of AI and other emerging technologies – all towards the kaupapa of improving access to NZ legislation.

About the roles

We have two new Product Manager roles in our new Online Channel and Legislative Technology teams. As Product Manager you'll:

  • manage product planning and development
  • be user-centric in your approach and be curious in our users' behaviour and motivations
  • manage development of new features and maintenance of existing digital services  
  • have experience managing change, and then documenting, communicating and training users across the business
  • understand standards and trends in digital services
  • use project management and business analysis methodologies to ensure initiatives are well designed, aligned with PCO's strategic intentions, and executed efficiently
  • communicate with stakeholders and end users to ensure they are kept up-to-date and supported through change.

Product Manager – Online Channel

Reporting to the Online Channel Manager, you'll work closely with the Online Channel team, and wider stakeholders across PCO, to ensure PCO's websites and online channels are continuously improved.

You'll be the agile product owner for the NZ Legislation website, which is currently being redeveloped, as well as other PCO websites and online services.

You'll have genuine enthusiasm for open access information, digital service design and online experience. As well as extensive product management and business analysis experience you will also bring the following:

  • experience managing data-driven web and mobile applications
  • significant experience in product owner roles that involved being the decision-maker for website redevelopment experiences
  • experience with project management methodologies to scope, plan, gain approval, and initiate projects
  • excellent written and verbal communication skills to engage with stakeholders and end users, especially around change management
  • an understanding of user-centric design processes, including planning and conducting usability tests and analysing user behaviour and analytics
  • skills and experience serving Māori communities, and competency in te reo Māori me ngā tikanga Māori would be an advantage
  • familiarity with legal or publishing sectors would be an advantage.

 

Product Manager – Legislative Technology

Reportingto the Legislative Technology Manager, you'll work close with the Legislative Technology team, and wider stakeholders across PCO, to ensure the systems used for legislative drafting, editing and publishing are continuously improved.

You'll be the agile product owner for our Legislative Technology systems, key parts of which are about to be replaced.

You'll have genuine enthusiasm for digital service design and how technology can help people work more effectively. As well as extensive product management and business analysis experience you will also bring the following:

  • experience with application systems comprising a mix of data management and browser-based technologies
  • significant experience in product owner roles that involved being the decision-maker for new features
  • experience with user-centred design processes, such as planning and conducting usability tests and analysing user behaviour and analytics
  • ability to plan, communicate, and implement change management activities to ensure smooth transitions for system users
  • experience with project management methodologies to scope, plan, gain approval, and initiate projects
  • excellent written and verbal communication skills, along with attention to detail, and sound judgement 
  • skills and experience serving Māori communities, and competency in te reo Māori me ngā tikanga Māori would be an advantage
  • familiarity with legislative, regulatory, or publishing technology systems would be an advantage
  • experience in the legal or publishing sectors would be an advantage.
