We are seeking a highly skilled Project Manager to lead the Data Migration and Reporting Workstream within our HRIS and Payroll Replacement Programme.

Fire and Emergency New Zealand (FENZ) is a unified fire and emergency services organisation dedicated to building stronger, more resilient communities and protecting what matters most to the people of Aotearoa. We are currently undertaking a significant business transformation programme to replace our legacy Payroll and HRIS systems, a critical initiative designed to better support our people and enhance our operational capabilities for the future.
Reporting to the Programme Director, the Project Manager Data and Reporting will be responsible for the workstream leadership and delivery, ensuring accurate data migration and quality reporting outputs, as well as stakeholder and vendor management from implementation to execution of the project.
This complex and challenging role has two primary objectives -
- Data Migration: Overseeing the complete migration of legacy HR and Payroll data from on-premises systems (PSe) to modern, cloud-based platforms (Workday for HR, Dayforce for Payroll).
- Reporting Transformation: Driving the development of our new People reporting capability by ensuring all required data from legacy and new systems are ingested into a modern data platform (Snowflake) and that business-critical reports are redeveloped and enhanced using Power BI.
Success in this role requires a dual focus, ensuring not only that data is migrated accurately and securely, but also that it is transformed into a powerful asset for business intelligence and decision-making. You will be responsible for managing the end-to-end delivery of both streams, coordinating with multiple vendors, technical teams, and internal stakeholders to achieve a seamless transition.
You will be supported by 2-4 direct reports within this programme workstream.

You will be an accomplished Project Manager with a proven track record of navigating the complexities of both data migration and business intelligence projects. Your leadership, technical credibility, and exceptional communication skills allow you to unite diverse teams around a common goal.
Key Skills and Experience:
- Extensive project management experience with a demonstrated record of successfully delivering complex, technical workstreams within a large-scale programme.
- Proven experience leading an end-to-end data migration project, ideally within an HR, Payroll, or ERP system implementation.
- Proven experience leading a data warehousing, business intelligence, or reporting redevelopment project.
- Strong technical understanding of the data lifecycle, including data profiling, cleansing, ETL/ELT processes, and validation strategies.
- Experience with modern data and analytics platforms is highly desirable (e.g., Snowflake, Power BI, Azure Data Factory).
- Exceptional vendor management and stakeholder engagement skills, with the ability to negotiate and influence at all levels.
- Proven ability to lead and motivate cross-functional teams in a fast-paced, high-pressure environment.
- Excellent planning, risk management, and financial control capabilities
