Tēnei tūranga - About the Role:

 

We’re looking for a strategic and collaborative Senior Advisor to join our Resource Markets branch. In this role, you’ll bring your expertise in iwi relationships, Treaty commitments, and operational policy to ensure the effective implementation of Treaty settlement redress legislation across the minerals and natural resources sectors.

 

As a Senior Advisor Treaty Commitments, you’ll play a key role in ensuring our branch has the operational policy, tools, and processes it needs to give full and effective effect to our Treaty obligations. You’ll work closely with Treaty partners, other government agencies, and internal policy and operational teams to translate commitments into action.

 

This is a varied, fast-paced, and hands-on role where you’ll:

  • Collaborate across teams to ensure Treaty settlement redress legislation is implemented effectively and on time.
  • Provide strategic advice on legislative processes and their implications for policy and operational delivery.
  • Draft briefings for Ministers and senior leaders, offering assurance that commitments are being met.
  • Advise on the impact of policy changes on regulatory system projects and support implementation planning.
  • Develop operational policy, business procedures, and practical guidance to support delivery.
  • Provide day-to-day advice on policy and permit consultation with iwi and hapū.
  • Ensure our systems and processes are aligned with service excellence principles and Treaty obligations.

Skills and Experience Required
 

To be successful in this role, you will bring:

 

  • Knowledge of Te Tiriti o Waitangi / Treaty of Waitangi, including its relevance to energy and natural resources.
  • Understanding of the Crown-Māori relationship to identify implications for analysis and advice.
  • Deep understanding of legislative processes, regulatory systems, and public sector protocols.
  • Experience translating legislation and regulation into operational policy and practical tools.
  • Ability to design operational policy that effectively realises policy intent.
  • Knowledge of effective service delivery models and principles of service excellence.
  • Proven ability to connect across operational areas, regulatory systems, and between project and delivery teams.
  • Excellent communication skills—able to convey complex ideas clearly to diverse audiences.
  • Knowledge of New Zealand’s resource and energy systems is desirable.
  • You must have the legal right to live and work in New Zealand.
