Mō te tūnga - About the role
We are looking for an exceptional Strategic Advisor to lead a high-impact project that will transform how Inland Revenue measures wider impacts of compliance activities. This role offers a unique opportunity to lead the development of cutting-edge evaluation methodologies that capture the full spectrum of compliance effects, including indirect impacts such as deterrence and behaviour change. You will lead the project, working with others while personally driving forward analytical and strategic work, reporting directly to the Chief Economist and engaging with senior stakeholders across Inland Revenue and wider government.
The successful candidate will combine deep expertise in economics or econometrics with leadership capabilities. You will develop robust methodologies to quantify the return on investment of compliance interventions, establish ongoing measurement capabilities within Inland Revenue, and provide strategic advice that shapes New Zealand's approach to tax compliance.
This role requires someone who can challenge conventional thinking constructively while building strong relationships across operational teams, policy areas, and external stakeholders.
This is a permanent position offering significant professional impact, and the opportunity to, over time, address wider quantification and analytical challenges.

Skills required:
- Advanced expertise in economics, econometrics, or related analytical fields
- Strong project leadership experience with the ability to plan, coordinate and deliver complex analytical projects involving multiple stakeholders
- Exceptional stakeholder engagement skills, with demonstrated success building relationships across operational teams, senior leadership, and external parties
- Very experienced policy thinker and future focused strategic thought leader
- Strong strategic thinking ability along with proven experience solving complex issues
- A 'self-starter' attitude with the initiative to develop and support strategic work across the organisation
- Ability to be agile and flex to considering the issues of the day
- Mentoring capabilities for our policy staff, both in best practice of inclusive working and in strategic thinking and influencing
- Excellent written and verbal communication abilities to tailor complex messages
- The ability to drive a process involving a range of stakeholders and deliver results within required timeframes. Having an all of enterprise view and end to end coherence from idea to operational delivery
